The state motto, “Virtue, Liberty and Independence”, appears below in the red banners which adds a strong sense of unity to the design. Pittsburgh is famous for manufacturing steel. Within this black shield you’ll find three gold coins and a checkerboard banner (which looks very much like the police banners to me!).
